Bernard WH. Jennings Biography





Bernard WH. Jennings, CLMS, FSCCM - Mr. Jennings is a Florida Supreme Court Certified Mediator. He uniquely holds a Loss Mitigation Specialist (CLMS) certificate from the United States Department of Housing and Urban Development (HUD). He has worked in the Mortgage Banking industry for more than ten (10) years. He previously served as an Administrative Hearing Officer appointed by the Miami-Dade County Manager to arbitrate disputes arising from Miami-Dade Ordinance 99-44.


His business experiences range from airport development to construction management, having successfully negotiated one of the largest private commercial aviation leaseholds and development contracts in Miami-Dade County. He has mediated foreclosure cases since 2000 and has successfully represented Claimant/Appellant in Employment Mediation before the State of Florida Agency for Workforce Innovation Unemployment Compensation Appeals. He is a Mediator for the Collins Center for Public Policy Managed Foreclosure Mediation Program, the American Arbitration Association and the State of Florida Department of Financial Services Mediation Program. He has Certification from the University of South Florida Conflict Resolution Collaborative Continuing Professional Development Residential Mortgage Foreclosure Mediation Training. Mr. Jennings has performed Business Arbitration and Debt Negotiation for many business types since 1996. He formerly hosted his own call-in radio talk show “Financially and Politically Yours!” which aired on 1360am WKAT in South Florida.


A life-long Democrat, he is a former Executive Director of the Miami-Dade Democratic Party and a former member of the Democratic Executive Committee. Mr. Jennings was elected to the office of Democratic Precinct Committeeman, Precinct 239 in 2008. He is the CEO of IKJ Governmental Affairs Consulting Services, where he provides political consulting services to candidates and elected officials in their campaign bids for public office. He formerly served his alma mater as an adjunct Professor in the Social Sciences Department at Florida Memorial University.

His not-for-profit work also includes his involvement as: Executive Board Member of the City of North Miami Police Athletic League, Past Chairman & President of the Northwest Dade Optimist Club, Inc.; Chairman & President of the Pioneer Athletic Hall of Fame Inductee Committee of North Miami Senior High; Co-Chair of the North Miami Senior High School Class of 87 Reunion, Inc., and Member of the Board of BMJ Community Development, Inc. He served on the Mayor's Marketing Council for Miami-Dade County, the Mayor's Economic Task Force (TF-101) for the City of North Miami, and Liaison to the Governors Commission for a Sustainable South Florida. He currently serves as the Chairman of the Steering Committee for the Incorporation of Biscayne Gardens Village. He is Chairman & President of the Biscayne Gardens Chamber of Commerce in North Miami-Dade County. He served as Vice President of the National Alumni Association of Florida Memorial University. He is now their Sargent-at-Arms.


Mr. Jennings is also an active member of Kappa Alpha Psi Fraternity, Inc. He has received numerous honors and awards: such as the Key to the City of North Miami, the distinction of Who's Who Amongst Executives and Professionals, Who's Who Amongst Black America, Outstanding Young Men of America to name a few... He has been internationally recognized and named an Honorary Prince Nana Yao Boakye - by the Royal Family of the Busmaru Famin Stool of Ghana, West Africa for his past works with the International Foundation for Education & Self-Help (IFESH). He received his Bachelors of Arts in Public Administration from Florida Memorial College in Miami, Florida and his Masters of Applied Social Sciences in Public Administration from Florida A&M University in Tallahassee, Florida.



Ms. Elizabeth Judd


Ms. Judd is a graduate of Robert Morris University, Business Administration and studies from Barry University. She holds certifications from George Meany Labor Institute in Labor Disputes, Labor Contract Negotiations, Labor Arbitrations and Administrative Hearings.


She is a retired Union Business Agent from AFSCME AFL-CIO, Council 79. Her government experience includes Chief Labor Contract Negotiator with Cities of Miami Beach, Dania Beach, Hollywood, Hallandale, West Miami, South Miami, and Miami Dade County Water & Sewer Department.


Two terms elected position State of Pennsylvania Labor Executive Board Secretary for AFSCME AFL-CIO, Council 13. Qualified Union Officer trainer, Train the Trainer Union Steward trainer, Roberts Rules of Order by-laws training, contract interpretation trainer, personnel rules and administrative rules trainer.


Life Long Democrat, she is an elected Member of the Miami Dade Democrat Party Executive Committee. Elected Twenty year District Committee Woman for Biscayne Gardens, serves on labor committee and is currently the DEC Historian. Elected national convention delegate three times for congressional district 24. She is a Member and public relations consultant for Miami Gardens Democrat Club.


She is currently a community and political outreach consultant for political candidates and elected officials. .



Patrick Prophete



Patrick Prophete was born in Haiti. At an early age he left his hometown in moved to Port-au-Prince to finish his high school. Three decades ago, he has moved to Miami to reunite with his family. Since early age, Mr. Prophete always believed that education is the key for success, he went to Miami Dade College where he earned an Associate degree in Criminal Justice, went to FI U for his Bachelor degree in Social Work and went to Barry University to complete his master's in Social Work.


Mr. Prophete has an extensive work experience, for the past 18 years he used to work for the State of Florida with criminally insane people where he assisted them to restore their competence to stand trial.


As a therapist, Mr. Prophete used to provide individual counseling for adolescents with behavior problem as well as family and group counseling. Mr. Prophete always likes to empower people and make a difference in their life, either through faith based community or to his professional career.


For the past fifteen years, he has been providing complex medical case management for people who are living with HIV/AIDS. Mr. Prophete is married with two children and one grandchild.

Charles Tucker III


Originally from Atlanta, Ga. As a child, his family moved to south Florida in 1974. They settled in Lauderhill, Fl wherein he attended Lauderhill Middle School and Piper High School. He graduated in 1978. Charles attended Broward College for approximately a year before entering the Broward County Police Academy for the city of Fort Lauderdale Police Department. He served the city as a police officer for seven years. Charles departed for then Metro- Dade Police Department, in 1987. He served Miami-Dade Police Department for twenty-five years in various capacities ending a well rounded career. He honorably retired in 2012 after 32 years in law enforcement.


Charles met his lovely wife, Vernita who also was a police officer. Vernita is also honorably retired since 2009. They have been married for twenty-four years, and have three children. Two of the children attended Northwest Christian Academy and North Miami Senior High.


They have resided in Biscayne Gardens since1994, on South River Drive where they built their home. They have always loved their neighborhood but believe that not enough attention is given to our community by Miami-Dade County. The people of Biscayne Gardens have an opportunity to control the future of their community by supporting the incorporation of Biscayne Gardens.



Lawrence Ellis Jessup Jr





Lawrence Ellis Jessup Jr., was born on February, 6, 1948, the oldest of five children to Lawrence (Sr.) and Lillian Jessup, in Staten Island, New York. Larry, as he was known to his family and friends, graduated from Tottenville High School on Staten Island and the family moved to Miami shortly after his graduation.


Larry was renowned for his musical talents, oratory skills, keen intellect and passion for people and causes he believed in. He had considerable musical talent and played guitar throughout his life in multiple bands and with family and friends. His speeches and literary works never disappointed. Larry had a natural ability to move audiences with his big heart and commitment to do what’s right.


Larry attended Miami Dade Community College, University of Pennsylvania, and graduated with an Economics Degree from Florida International University. His devotion to working people, their unions and fighting for the underdog began to flourish in 1973 when he worked for the Police Benevolent Association. This began his lifelong career of working for police officers, firefighters, and other workers throughout Florida.


Larry was the Florida labor movement’s labor economist, master negotiator, and conscience. He helped unions craft reasonable demands for market-level wages and benefits to protect their members’ livelihoods, standard of living, and the economic security of their families. When employers rebuffed those proposals claiming they were unaffordable, Larry tore into their budgets and found where the money was hidden that would enable cities and counties to treat their workers decently.


When employers claimed that they couldn’t understand or implement a union’s proposals to protect its members, Larry patiently sat down at contract negotiations to explain how things should work. When employers still refused, Larry served as an expert witness to explain to arbitrators and elected officials that the union’s demands were reasonable and affordable.

Larry would bolster union leaders’ resolve by gently, but usually profanely, reminding them that their task was to stand up and fight for what their members and their families deserve, consequences be damned.


For that was Larry’s life’s work and his life’s mission: to get American workers and their families the secure, productive and healthy lives that they deserve. He spent his life devoted to others, leading their fight for their share of the American dream of financial security, dignity, and a safe home and family. It was not for himself that Larry toiled. Larry sought no glory, praise, or recognition. That is why it is so appropriate that this award will bear Larry’s name. The award will honor those who, like Larry, give of themselves to help others. Their goal, like Larry’s, is to unselfishly make this community, state and world a better place for us all.


Larry served on the Executive Board and was a long time Member of the Biscayne Gardens Civic Association. He was a Board Member on the Biscayne Gardens Chamber of Commerce. He worked tirelessly as a Member of the Steering Committee for the Incorporation of Biscayne Gardens.


Larry was a wonderful man that was loved, is missed, and will always be cherished. Our “Pop Pop,” as he liked to be called by his grandchildren, “My Larry,” as he was called by his life partner, Debbie Tyson, will be fondly remembered as a loving father, proud grandfather, caring son, devoted brother, great friend, eloquent speech writer, musician, avid fan of The Beatles & Jimi Hendrix, humorist, & champion of social consciousness.
